Projet Montreal officially filed its motion on September 22, 2015, but no vote was held, as City Council members agreed that the motion be reworked and redeposited at the next meeting in October.

It was the proposed amendment brought by Aref Salem, member of the executive committee of Montreal and responsible for the transportation file, which led to the delay in the Council vote. Mr. Salem, counselor in Saint-Laurent and Montreal representative on the Advisory Committee on the Soundscape of Aeroports de Montreal (ADM), sought to amend the motion of Projet Montreal so that it would instead encourage ADM to disclose its data, those its experts, and NAV Canada reports.

Mr. Salem admitted, when presenting his proposal, that the ADM Advisory Committee operates in a predetermined direction, and that elected officials are not really consulted.

After stressing the critical importance of getting the raw data in real time for aircraft flights over Montreal – the main demand of the motion of the opposition party – Émilie Thuillier and Sylvain Ouellet, representing the districts of Ahuntsic and François-Perreault, agreed to meet soon with Mr. Salem to draft a motion that covers their respective points of view and which might be approved by City Council.
